I was trying to create my own Windows CE build with CMake according to these instructions from the Wiki.
I'm running on Windows 7, so installed cygwin (32bit) first, then cygwin packages make, cmake, and cegcc_mingw32ce_cygwin1.7_r1399.tar.bz2 from cegcc.sourceforge.net.
So I do have all the tools listed in $NAVIT_PATH/Toolchain/arm-mingw32ce.cmake but still cmake complains:
CMake Error: your C compiler: "CMAKE_C_COMPILER-NOTFOUND" was not found. Please set CMAKE_C_COMPILER to a valid compiler path or name.
Since cmake also reports the wince vehicle as disabled, I guess there's something more to tell cmake I want to make a WinCE build?

Is anyone here knowledgeable about the WinCE builds and give some hints?

It also happened to me. One of my Friend Told me that, Use Antivirus for all the Error which Occur your Lenovo Laptop. I Asked my (link deleted) Lenovo Customer Support. Their Technician Also Suggested me to Use Antivirus. Antivirus provides protection from Unnecessary Virus and Malware. some PC makers like Lenovo laptop provide preload antivirus software and try to coerce you into signing up for it because that's how they make money.
